The photo shows a sign for the "Konak Municipality Marriage Office" with the name "Ümit Besen" above it. This is a joke because "Ümit Besen" is the name of a popular Turkish wedding singer. The joke is that Ümit Besen, known for his wedding songs, is now working at the marriage office. The joke is in the Turkish language because it plays on the double meaning of the name "Ümit Besen" and its association with weddings. The joke wouldn't be funny in another language because it wouldn't be understood.
